Providing expertise in disaster recovery to help restore infrastructure to affected communities.

Lismore, along with large parts of Northern NSW and Southern Queensland, experienced unprecedented flooding events in February and March 2022. These catastrophic floods caused loss of life, extensive destruction of homes and businesses, and major damage to critical infrastructure. In response, Lismore City Council established the Flood Restoration Portfolio to coordinate and prioritize the reconstruction efforts across the Lismore Local Government Area.

Engenicom was engaged as the Principal’s Authorised Person for the Building Restoration Program, which involves restoring over 50 buildings, ranging from small sporting clubs to major community centres.

Key responsibilities include:

  • Leading the final commercial negotiations to award the managing contractor under a modified GC21 form of contract.
  • Managing over $60 million in Disaster Recovery Funding Arrangements, coordinating with the NSW Reconstruction Authority and NSW Public Works.
  • Administering more than $30 million in separate grants from 20 different funding sources, ensuring compliance with various NSW government agencies.
  • Overseeing contract administration for the managing contractor in the capacity of Principal’s Authorised Person.
  • Ensuring building designs align with funding eligibility criteria and incorporate disaster resilience measures.
  • Establishing project controls for effective reporting and program management across all funding sources.
  • Developing a cost control database to track and allocate funds accurately while ensuring value for money.
  • Coordinating stakeholder engagement with local government representatives, key community groups, and funding agencies.

Engenicom serves as the key point of contact for more than six government agencies involved in the program, providing commercial management expertise and acting as the subject matter expert for Disaster Recovery Funding Arrangements related to the AGRN1012 event.
