RAAF Williamtown National Airfield Works Program

Delivering critical airfield infrastructure upgrades for Defence operations.

The RAAF Williamtown project, part of the National Airfield Works Program, involved major airfield upgrades to support Defence operations and Newcastle Airport expansion. The works included runway and taxiway reconstruction, drainage improvements, lighting upgrades, and infrastructure enhancements to accommodate Code E aircraft.

Engenicom was engaged by Downer EDI to provide Handover/Takeover (HOTO) support and commercial and contract administration assistance.

Key responsibilities included:

• Implementing and maintaining Downer’s Quality Management System.
• Ensuring compliance with Defence’s Estate Information and Handover/Takeover (HOTO) requirements.
• Coordinating asset records with Estate Maintenance Operation Services.
• Setting audit criteria and conducting audits per the project’s audit schedule.
• Overseeing supplier and subcontractor surveillance for quality assurance.
• Providing commercial management support, including contract administration and compliance.
